Sudan: Committee for Justice Documents Sexual Violence Against Displaced Women Fleeing Rural El Fasher and Calls for Their Protection and Accountability for Perpetrators

Reading Time: Less than 1 minute Minutes

The Committee for Justice (CFJ) has documented information indicating that women and girls were subjected to sexual violence while fleeing from rural areas around El Fasher to the town of Tawila in North Darfur State, amid worsening humanitarian conditions that have forced thousands of families to flee in search of safety, water, and other basic necessities.

According to information documented by CFJ, seven incidents of sexual violence were reported among displaced women fleeing from the Dar Sumiat area east of El Fasher. In addition, a human rights source affiliated with a partner organization of the United Nations Children’s Fund (UNICEF) reported the documentation of approximately four confirmed rape cases among displaced women in the Tawila Al‑Omda area.

According to testimonies received by the Committee, the assaults were perpetrated by armed individuals during the displacement journey as women and girls attempted to escape from conflict-affected areas. Survivors reportedly face severe physical and psychological consequences, while access to medical care and psychosocial support remains limited.

The Committee noted that the actual number of victims may be higher than the reported figures due to social stigma, fear of retaliation, and reluctance to report sexual violence. Available information indicates that volunteers and local actors are attempting to coordinate with relevant organizations to facilitate access to support services for survivors.

The Committee for Justice stresses that sexual violence against women and girls during armed conflict constitutes a grave violation of international human rights law and international humanitarian law, and requires urgent measures to protect those at risk and support survivors.

CFJ calls for:

  • The immediate adoption of measures to protect displaced women and girls from sexual and gender-based violence.
  • Ensuring that survivors have access to medical care, psychological support, and legal assistance in a safe and confidential environment that respects their dignity and privacy.
  • Guaranteeing that assistance is provided without discrimination, stigma, or retaliation.
  • Conducting independent, impartial, and effective investigations into all reported incidents of sexual violence.
  • Identifying and holding accountable those responsible for such violations.
  • Strengthening protection measures along displacement routes and within displacement sites.
  • Ensuring safe and unhindered access to humanitarian assistance for affected populations.

The Committee further emphasizes the importance of prioritizing the protection of women and girls in conflict-affected areas and ensuring that survivors receive comprehensive support and access to justice in accordance with international standards.
