Libya: Committee for Justice Documents the Continued Enforced Disappearance of Three Citizens and Calls for Disclosure of Their Fate

Reading Time: Less than 1 minute Minutes

The Committee for Justice (CFJ) has documented the continued enforced disappearance of Adel Faraj مفتاح Al‑Khashmi, 35, since his arrest on the evening of 23 August 2026 in front of his home on Syria Street in the city of Benghazi. According to information provided by his family, he was apprehended by a group of armed men traveling in approximately three white Toyota vehicles. His relatives have since been unable to obtain information regarding his place of detention, health condition, or the authority responsible for his disappearance.

CFJ has also documented the continued detention of Monther Adel Abdullah Abdel Sadiq, 21, since 3 June 2026, following his arrest alongside another individual on the coast of the Al‑Shuwayrif area near the naval base in Al‑Khums. According to a complaint submitted by his family, he was arrested by personnel affiliated with the 111th Brigade, operating under the Border Guard Command of the General Staff of the Libyan Army.

According to his family, Monther was subsequently transferred to the brigade’s headquarters on Airport Road in Tripoli and has remained in detention without being brought before the Public Prosecution Office or being allowed communication with his family, who remain unaware of his fate and legal status.

In a separate case, the Committee documented the continued enforced disappearance of Ziad Mostafa Al‑Shaawani, who was reportedly arrested from his workplace in the city of Bani Walid by personnel affiliated with the First Border Sector of the 111th Brigade. Available information indicates that he continues to be held without being referred to the Public Prosecution Office, despite attempts by his family to seek intervention from the competent judicial authorities. His whereabouts and fate remain unknown.

The Committee for Justice stresses that the continued disappearance of these three individuals, coupled with the absence of official information regarding their detention and the authorities responsible, raises serious concerns regarding their physical safety, legal protections, and fundamental rights.

CFJ calls on the relevant security, military, and judicial authorities to:

  • Immediately disclose the whereabouts and fate of Adel Faraj Al‑Khashmi, Monther Adel Abdullah Abdel Sadiq, and Ziad Mostafa Al‑Shaawani.
  • Guarantee their physical and psychological safety.
  • Allow them to communicate with their families and legal representatives.
  • End any situation of enforced disappearance or incommunicado detention.
  • Release them immediately unless their detention is based on a clear and lawful legal foundation.

The Committee further calls for independent and transparent investigations into these incidents and for accountability for any individuals or entities found responsible for violations related to arbitrary detention or enforced disappearance, in accordance with national and international legal standards.
