The Committee for Justice (CFJ) has documented the continued disappearance of Mohamed Jamal Mohamed Hussein Al‑Arbad, 27, since Friday, 4 September 2026, following his abduction in the city of Al‑Khums, east of Tripoli, by armed individuals believed to be affiliated with a security entity, according to available information regarding the incident.
According to information documented by CFJ, attempts to trace Al‑Arbad’s whereabouts indicated that his mobile phone signal was detected within the vicinity of Mitiga International Airport. Despite reports submitted to the relevant security authorities regarding his disappearance, security bodies in Tripoli reportedly denied holding him in custody, raising serious concerns regarding his fate and place of detention and underscoring the need for the immediate clarification of the circumstances surrounding his disappearance.
The available information points to possible violations involving abduction, arbitrary detention, and enforced disappearance outside the framework of the law. Such acts are criminalized under Libyan Law No. 10 of 2013 on the Criminalization of Torture, Abduction, Enforced Disappearance, and Discrimination, and are also inconsistent with legal guarantees protecting the rights to liberty, security of person, and protection from torture and ill‑treatment.
The Committee for Justice holds any party found to be responsible legally accountable for the safety and well‑being of Mohamed Jamal Mohamed Hussein Al‑Arbad and calls for the immediate disclosure of his whereabouts and fate.
CFJ further demands his immediate and unconditional release unless his detention is based on a clear legal foundation and conducted in accordance with due process guarantees. The Committee also calls for a prompt, independent, and transparent investigation into the circumstances of his disappearance and for accountability for any individuals or entities found responsible for violations related to the case.
