The Committee for Justice (CFJ) has documented the arrest of Hamed Al‑Naeem, a volunteer with the Al‑Jerif East Emergency Room, on 31 March 2026, after he was detained by a security force and taken to the headquarters of the Joint Security Cell, without any clear legal grounds being provided.
According to CFJ’s findings, Al‑Naeem was held under conditions that indicate a lack of due process, including denying him access to a lawyer and failing to present him before a competent judicial authority within a reasonable timeframe—raising serious concerns about arbitrary detention.
CFJ noted that this incident occurs within a broader pattern of targeting humanitarian workers and volunteers, practices that may severely undermine the delivery of essential services to civilians amid the rapidly deteriorating humanitarian situation.
The Committee stated that the arrest constitutes a violation of the right to liberty and personal security, and contravenes fundamental legal guarantees as well as international standards providing protection for humanitarian workers.
CFJ calls for the immediate release of humanitarian volunteer Hamed Al‑Naeem, guarantees for his safety, and an end to the targeting of humanitarian workers. The Committee also urges an investigation into the circumstances of his arrest and accountability for those responsible, in order to uphold the rule of law and protect fundamental rights.
