The Committee for Justice (CFJ) has documented the arbitrary arrest and physical and psychological torture of a woman (H.M.M.A.R) from the city of Al-Bayda in November 2025 by members of the Criminal Investigation Department branch in the city.
According to CFJ, a release order was issued for the woman by the Public Prosecution on November 13, 2025; however, security authorities failed to implement the order. She was transferred to Al-Kuweifiya Correction and Rehabilitation Facility in Benghazi, where she remains arbitrarily detained among approximately 200 other detainees—86 of whom have judicial release orders that have not been enforced, and 114 others who have not been presented before the prosecution to determine the legality of their detention.
CFJ stresses that these practices constitute a flagrant violation of fundamental rights, including the right to liberty and personal security, the victim’s right to access justice, and involve crimes of torture, arbitrary detention, and non-compliance with judicial orders.
The Committee calls on the Libyan Attorney General to urgently investigate the circumstances of the incident, ensure the implementation of the release order, and hold those responsible for these violations accountable to end impunity and guarantee justice.
