Libya: Committee for Justice Documents Kidnapping, Torture, and Nine-Month Arbitrary Detention of Citizen Without Trial

The Committee for Justice (CFJ) has documented the abduction of citizen Salem Mohamed Salem Al-Buzidi by an armed group operating outside the law on June 28, 2024, in the Al-Qweia area east of Tajoura. He was taken to an apartment in Al-Zuhur neighborhood on Airport Road, where he was held for nine months under conditions of physical and psychological torture before being released on March 13, 2025.

CFJ stated that this incident constitutes a flagrant violation of the right to liberty and personal security and includes crimes of kidnapping, arbitrary detention, and torture, undermining the rule of law and the victim’s right to access justice.

The Committee also documented the failure of authorities to enforce the Public Prosecution’s arrest warrants against the perpetrators since November 2025, allowing them to move freely in Tripoli—a clear breach of the law and citizens’ protection guarantees.

CFJ calls on the relevant security authorities to ensure the execution of arrest orders, pursue those responsible for the incident, and bring them to justice to guarantee redress for the victim and accountability for these grave violations.
