Libya: Committee for Justice Documents Intimidation and Threats Against the Family of a Disappeared MP and Calls for an End to Violations and Disclosure of His Fate

The Committee for Justice (CFJ) has expressed deep concern over acts of intimidation and armed threats carried out by members of the Internal Security Agency against relatives and family members of forcibly disappeared Libyan House of Representatives member Ibrahim Al-Darsi. The incident took place in Al-Bayada, east of Benghazi, on Friday afternoon, 6 February 2026, after the family announced plans to hold a meeting to discuss developments in his enforced disappearance case.

According to CFJ, security personnel affiliated with the Internal Security Agency attempted to break up the meeting and prevent it from being held, leading to a confrontation with the family members of the disappeared MP before the security force eventually withdrew from the area. Following the meeting, the family issued a statement calling for the disclosure of the results of ongoing investigations into his fate, expressing frustration at the authorities’ continued disregard for their legitimate demands, and signaling their intention to turn to the International Criminal Court and other relevant international human rights mechanisms.

CFJ further reported grave concern over information indicating that another security force — affiliated with the Criminal Investigation Department and the Internal Security Agency — was deployed to the same area later that night. This has raised serious fears of a large-scale arrest campaign targeting relatives and family members of the disappeared MP in what appears to be a retaliatory measure aimed at silencing them and preventing their pursuit of truth and accountability.

CFJ stresses that intimidating the families of the forcibly disappeared, threatening them, or targeting them for seeking information about the fate of their loved ones constitutes a serious human rights violation. It also amounts to an extension of the crime of enforced disappearance itself — a crime that does not lapse with time and for which the state bears full legal responsibility.

The Committee calls on the Libyan authorities to immediately cease all forms of intimidation and threats against the family of Ibrahim Al-Darsi, ensure their protection, refrain from any arbitrary actions against them, and promptly disclose the fate of the disappeared MP. CFJ also demands that the family be guaranteed their right to truth and that a serious, independent, and transparent investigation be opened into his disappearance, ensuring accountability for all those responsible and upholding Libya’s obligations under international human rights law.
