Libya: Committee for Justice Documents Complaints of Ill‑Treatment and Deprivation of Basic Supplies at Mitiga Prison, Calls for Urgent Inspection and Oversight

The Committee for Justice (CFJ) has documented several complaints and appeals from families and relatives of prisoners and detainees held at the Tripoli Main Correction and Rehabilitation Facility (Mitiga), reporting that their relatives are being subjected to ill‑treatment and deprived of food supplies and essential items inside the prison.

According to CFJ’s monitoring, the complaints also included the failure to implement multiple release orders issued by the Military Public Prosecution in Tripoli for several detainees, as well as the failure to transfer some detainees to correctional and rehabilitation facilities within the jurisdiction of the prosecution offices handling their cases. Families further reported that detainees are not being brought before the competent prosecution offices and courts in the cities of Tarhuna, Zawiya, Sabratha, Sorman, and Gharyan, under the pretext that the facility’s administration is unable to transport them.

CFJ noted that these conditions have prompted several detainees and prisoners to declare a hunger strike, amid allegations that some have been subjected to beatings and verbal abuse by facility personnel, particularly in Blocks 13 and 14 inside the prison.

The Committee expresses its deep concern over these preliminary reports indicating that detainees and prisoners are being subjected to severe violations impacting their fundamental rights — most notably the right to humane dignity, physical integrity, fair trial guarantees, and the enforcement of release orders issued by the competent judicial authorities.

CFJ calls on the Judicial Police Authority to urgently and transparently clarify the conditions of detainees and enable human rights organizations to conduct a field inspection visit to the Tripoli Main Correction and Rehabilitation Facility (Mitiga) to verify the situation. The Committee further urges the Office of the Attorney General to assign an oversight judge to carry out regular inspection and monitoring of the facility and the conditions of its inmates.

The Committee warns against the recurrence of unlawful practices and violations against prisoners and detainees, and reaffirms its commitment to monitoring all places of detention and pursuing all available legal avenues — nationally and internationally — to combat impunity and ensure accountability for any serious human rights violations.
