The African Commission on Human and Peoples’ Rights (ACHPR) expressed grave concern over the political developments and continuing human rights violations in Libya, in a statement published on Saturday, May 17, 2025, calling on all relevant parties to uphold international human rights law and international humanitarian law.
In its statement, the Commission reaffirmed the urgent need to stop serious violations committed against civilians, including enforced disappearances, arbitrary arrests, and attacks on fundamental freedoms, particularly in areas witnessing increased security tensions. It condemned institutional divisions and the rising incitement rhetoric that threaten the unity and stability of the state.
The Commission emphasized the importance of protecting vulnerable groups, including women, children, refugees, and internally displaced persons, and highlighted the necessity of ensuring access to basic services such as healthcare, water, and education—particularly in conflict-affected areas.
It also welcomed regional and international mediation efforts aimed at reunifying Libyan institutions, and urged the acceleration of an inclusive political dialogue among all Libyan parties under the auspices of the United Nations and the African Union, with the goal of achieving a sustainable peace agreement that reflects the aspirations of the Libyan people for peace, justice, and development.
The Commission confirmed that it is closely monitoring the situation and remains fully prepared to cooperate with Libyan authorities and international and regional organizations to support peacebuilding efforts and strengthen the rule of law and human rights in the country.
