The Committee for Justice (CFJ) has documented the death of Sudanese citizen Mubarak Qamar Al-Din, aged 67, while being held at El-Shorouk Police Station in Cairo — an incident that raises serious concerns about detention conditions and the adequacy of healthcare provided to detainees, particularly the elderly and those with chronic illnesses.
According to CFJ, the deceased held a valid refugee card, renewed on 28 October 2025, and was not in violation of residency regulations. He had also followed the legal process to renew his previous residency permit and obtained an official appointment receipt for renewal — appointments that now extend for more than a year.
Family members reported that the victim was arrested after buying bread from a bakery near his residence and was held for nine days, during which his health severely deteriorated. He suffered from chronic illnesses, including diabetes and kidney failure, despite his family and lawyer submitting medical documents confirming his condition and providing the required medications.
Information indicates that the detainee suffered a severe diabetic episode in the early hours of the day he died, passing away inside the detention facility. The circumstances raise strong suspicions of gross medical negligence and constitute a violation of the right to life and the right to healthcare, both protected under national law and international standards.
CFJ stressed that any death occurring inside a place of detention is a matter of utmost gravity, requiring an immediate, transparent, and independent investigation. The organization holds the competent authorities fully responsible for the safety of detainees, especially vulnerable groups such as the elderly and those with serious medical conditions.
The Committee calls for an urgent and independent investigation into the death of Mubarak Qamar Al-Din, accountability for anyone found responsible or negligent, full disclosure of the truth to the family, and the adoption of immediate measures to prevent the recurrence of such incidents. CFJ further urges the authorities to guarantee prompt and adequate healthcare for all detainees without discrimination.
