Libya: Committee for Justice Welcomes the Release of 250 Detainees from Qarnada Military Prison

The Committee for Justice (CFJ) welcomed the initiation of procedures to release 250 detainees from the Qarnada Reform and Rehabilitation Institution in eastern Libya, in a step it considered an important development toward addressing detainees’ conditions and strengthening the legal and rights‑based framework within correctional institutions.

According to CFJ’s monitoring, the National Committee for the Review of Prisoners and Prisons began implementing the release procedures on the morning of Sunday, 24 May 2026, in the presence of the Director of the Military Police and Prisons Department.

This step followed meetings dedicated to discussing the final arrangements for implementing amnesty decisions and coordinating with the relevant judicial authorities, in a manner ensuring the completion of all legal and administrative procedures related to those released.

The Committee for Justice stated that the release of detainees, particularly in cases involving prolonged detention, represents a positive step toward alleviating the suffering of families and addressing the consequences of years of detention, while emphasizing the importance of respecting legal safeguards and detainees’ rights.

CFJ also stressed the need to continue reviewing the conditions of prisons and detention facilities, ensuring the end of arbitrary detention, and strengthening legal and human rights oversight within correctional institutions to guarantee the protection and safety of detainees.
