The Committee for Justice (CFJ) has documented an escalation in cases of arbitrary arrest and enforced disappearance targeting civilians in the Libyan capital, Tripoli, amid complaints regarding the detention of a number of citizens by members of the 111th Brigade, affiliated with the General Staff of the Libyan Army.
According to information documented by CFJ, a number of civilians were stopped and detained while passing through checkpoints operated by the brigade in the areas of Airport Road, Al‑Hadba Al‑Khadra Project, Abu Salim, and the Al‑Khaltat area. The incidents also reportedly included raids on private homes and the arrest of residents without judicial warrants or publicly disclosed legal grounds.
Available information indicates that a number of detainees were transferred to the brigade’s headquarters on Airport Road, where they were held without being presented before the Public Prosecution. Reports further indicate that some were subjected to enforced disappearance, with their whereabouts and legal status remaining undisclosed. While some detainees were later released, others reportedly remain in custody.
The Committee for Justice calls for the immediate release of all arbitrarily detained individuals, the disclosure of the fate and whereabouts of those subjected to enforced disappearance, and guarantees that all detainees are brought before the competent judicial authorities.
CFJ also calls for an end to the detention of civilians by military formations and urges accountability for any violations affecting the rights to liberty and personal security, in accordance with national law and international human rights standards.
