The Human Rights Council heard an oral update from the United Nations High Commissioner for Human Rights, Michelle Bachelet, on the scale of civilian casualties in Syria, in which she stated that her office compiled a list of 350,209 individuals killed in the conflict in Syria, between March 2011 – March 2021.

In her update, Bachelet said that Resolution 46/22 requested the Commission to resume its work regarding the scale of civilian casualties in the Syrian Arab Republic, stressing that her office followed a strict methodology to determine these civilian casualties.

The High Commissioner indicated that these civilian numbers include only people who can be identified by their full name, with a specific date of death, and who died in a specific governorate, and that any information that does not include these three elements has been excluded.

Bachelet added that a comprehensive review was conducted to prevent duplication of records, and based on all this the Office of the High Commissioner has compiled a list of 350,209 identified individuals killed in the conflict in Syria between March 2011 and March 2021.

The High Commissioner explained that the records they had received were only partial information; As there are more killings that have not yet been fully documented, calling for the establishment of an independent mechanism with a strong international mandate to clarify the fate and whereabouts of missing persons; identification of human remains; and support for relatives.
